Assembly Bill 1299 established a presumptive transfer process of specialty mental health services for children, youth, and non-minor dependents currently in foster care, to provide them with timely mental health care when they are placed outside their counties of original jurisdiction. Working with both the Department of Health Care Services and the Department of Social Services, CalMHSA administers the inter-county transfer of health information and payments for counties.
