24- HOUR SERVICES PROVIDER COST SURVEY
Who: The Department of Health Care Services (DHCS), the California Behavioral Health Director’s Association (CBHDA), the California Mental Health Services Authority (CalMHSA), and Counties are working together on a 24-hour services cost survey tool. The data submitted through the cost survey tool will drive the development of service rates needed to implement the California Advancing and Innovating Medi-Cal (CalAIM) Behavioral Health payment reform methodology that will go live 7/1/2023.
What: To support this process, CalMHSA is reaching out to providers to complete the on-line 24-hour services cost survey tool. A unique link to the cost survey tool as well as instructions on how to complete the cost survey tool will be emailed to you on 7/6/2022. Please let us know at paymentreform@calmhsa.org if you do not receive an email with a link to the survey. Providers with multiple 24-hour services facilities will receive a separate email and cost survey link for each facility included in the cost survey.
The aim of the survey is to determine the daily cost specific to the provision of 24-hour services in the Medi-Cal Specialty Mental Health (SMH) delivery system, Drug Medi-Cal State Plan delivery system, and Drug Medi-Cal Organized Delivery System (DMC-ODS). For the SMH delivery system, this includes Psychiatric Health Facilities, Crisis Residential Treatment (Children and Adults), and Adult Residential Treatment. For the Drug Medi-Cal State Plan delivery system, this includes Perinatal Residential Treatment. For DMC-ODS this includes residential treatment ASAM level 3.1, ASAM level 3.3, ASAM level 3.5 and withdrawal management ASAM level 3.2.
